Resolved - We are still seeing a higher than normal latency, but it doesn’t appear to be affecting the website performance. We are going to do some deeper inspection on why the latency is reporting high, but for now the site is good to go. (10:46 UTC — Nov 7)

Post-mortem

One of our web servers in the load balancer stopped communicating with Memcached and was querying the database on every request. At 30 Million requests per day, that’s a bit much for a database to handle.
